OS: WinXP (MSVC and Mingw ports)

camlp4 uses its own config dir. The main configure script passes bindir, libdir
& mandir down to camlp4. However, the MSVC and Mingw ports do not use configure,
nor is there a mention in README.win32 about this. Unless camlp4/config/Makefile
is adjusted, then camlp4 installs to C:\ocaml, disregaging the global prefix
