The problem occurs when compiling an implementation file (x.ml) which has an
interface file (x.mli). The following set of steps that should work, do not.
Compile x.mli and place x.cmi in /tmp
ocamlc -c -o /tmp/x.cmi x.mli
Try to compile x.ml:
ocamlc -c -I /tmp -o /tmp/x.cmo x.mli
The compiler complains that it cannot find x.cmi although /tmp is part of the
include path x.cmi is in fact in /tmp/x.cmi
