Running ./configure after unpacking ocaml-3.02.tar.gz results in reported
missing tk.h and concequent failure to build labltk. However, tk.h does exist in
cygwin distribution under /usr/include. Tcl/Tk is now part of standard cygwin
distribution (Tcl/Tk version 8.0.4). This bug occurs whether or not Xfree86 is
also installed (the only difference if X is installed is that the graph library
is built).

Sorry for the very long delay.
The Tcl/Tk version included in cygwin doesn't need X to work, but the packagers
have forgotten to include some include files. You can find them in the Tcl/Tk
8.0 distribution for windows (not cygwin), under the include/X11 directory.

Once you copy these files to their expected location, ./configure should work
properly. I only tested with ocaml 3.04.
