See bug 503. I also had the "tk.h not found" error when running ./configure.
I specified -tkdefs to point to /usr/include (location of tk.h) and -tklibs
to point to /usr/src/tcltk-20001125-1/tk/win where all of the *.[ch] files
for tk are located.

Also, even though ./configure failed to find tk.h, I went ahead and compiled
with "make world; make opt; make install." When I type "ocaml" at the cygwin
prompt I get the "Objective Caml 3.02" banner followed by the message
"Uncaught exception Env.Error()" and get thrown back out to the system prompt.
