Bug description

Hello.
It seems impossible to use a custom documentation generator for ocamldoc using OASIS.

If I add this line in the _oasis file:

XOCamlbuildExtraArgs: "-docflags '-charset utf-8 -colorize-code -stars -short-functors -i ~/.opam/4.02.1/lib/docgen -g docGen.cmo'"

It wont work because OASIS always add the -html flags, so ocamldoc will ignore the custom generator.

I believe when the Format is Other, OASIS should not add the -html flag.
