There was a short, and quite technical thread on godi-list: https://gps.dynxs.de/pipermail/godi-list/2004-April/000053.html Summarised, it could be made working that one can only install the documentation part of the packages, without the packages as such, and without fulfilling all the requirements. Then, it is quite easy to set up a documentation server. However, don't expect this happen soon, too few people are working on GODI currently, and it hard to find time to add new packaging features. The developers currently concentrate on the core, on new packages, and on simplifying the packaging method. Btw, I'll report about the progress of GODI the next days.
