This sounds a bit like Lutz Prechelt's study (see http://page.mi.fu-berlin.de/~prechelt/Biblio/jccpprt_computer2000.pdf), except that there was only one problem, the implementers were self-selected and not necessarily gurus. Unsurprisingly, scripting languages took the least time to write and had the lowest LOC.
