I was under the impression that they had a policy to keep the wole
copyright under INRIA hands, so that Caml consortium members could get
OCaml BSD licenses, and INRIA can do whatever it wishes in the future.

That's rather contrary to accepting patches without paperwork
(copyright assignment and all that).
