You've noted the rank of OCaml (2nd and then 13th)

Can the rank position of OCaml change without the performance of the fastest
programs or the OCaml programs changing?
 
Can rank position in some list indicate how much faster or slower OCaml may be
than the fastest language implementation?

Is the rank position of OCaml stated on that old Doug Bagley scorecard?
