Bug description

Not sure, whether it'as a bug or a feature.
Situation: generate a top-level "tl" with ocamlmktop for debugging. Call it as
in "tl -I ... -I ... p1 p2" where p1 ... pn are the command line parameters
expected from the toplevel tl
3.06 removes the -I ... before the command line arguments are passed to the
tl-program
3.07 passes the unexpected -I ... to the program

Could not reproduce: behavior in 3.07 seems identical to that in 3.06 and 3.04.
