Is it a bug? the combination ocamldoc -keep-code -latex toto.ml does not
include
the code in the generated .tex output file, it just output the sigs of the
modules and values.

Hello,
The -keep-code option makes ocamldoc keep code in the whole info structure, but
the latex generator does not use it. The HTML generator does. You can create
a custom generator inheriting from the latex one to generate the code if you
want.
