The stubs saying '(f)truncate not implemented' should also exist for the _64 bit functions, for platforms where truncate() is not available.
[I discovered this bug when attempting to compile under icc and getting hit by bug 0003917, which results in many HAS_xx symbols being erroneously undefined.]
