Bug description
I was building OCaml on Cygwin 64 and got some mysterious errors (especially executables not found in PATH) which I tracked down to CYGWIN32 not being defined. It isn't defined for Cygwin 64 at least and there won't be a CYGWIN64. Everything should check for CYGWIN.
By the way, there is no flexdll for cygwin64 so there are other things left for full support. But this one is very easy to fix (there are only 3 .c files which require the replacement).
