Bug description

The README.win32 file mentions that « Cygwin-generated .exe files refer to a DLL that is distributed under the GPL. Thus, these .exe files can only be distributed under a license that is compatible with the GPL. »

Mind that the Cygwin licence has changed since version 2.5.2 and the cygwin DLL is now licensed under the LGPLv3, with a static linking exception: https://cygwin.com/licensing.html .

Indeed - the change suspiciously coincided with Ubuntu-on-Windows announcement, though apparently they were unrelated!

Olivier, would you send us a patch with a proposed rephrasing of the documentation? It might be nice to for now tell people about the two different versions (or version ranges), instead of just the more convenient most-current state.
