After doing a --help on make, I used "make --unix world" to force the make 
mode to be Unix, and it worked!

I'm not sure why make is so stubborn, but using the --unix commandline 
argument solved the problem.  Thanks for all the help!

I think I'll post both of the solutions on the new mailing list.
